Webinar. Viet Nam’s Ocean Accounting Journey and Regional Leadership

This webinar highlights the Institute for Strategy and Policy on Agriculture and the Environment (ISPAE), Government of Viet Nam's leadership in advancing ocean accounting for sustainable ocean development. ISPAE will share their journey from initial collaboration with the Global Ocean Accounts Partnership (GOAP) to achieving major national and regional milestones.
The discussion will explore Viet Nam's pioneering work in solid waste flow and governance accounts in Quang Ninh Province, demonstrating practical integration of the SEEA framework into policy processes. ISPAE will reflect on how their work secured high-level government commitment and catalytic GEF funding, positioning Viet Nam as a leader in this field.
Regionally, ISPAE convened key a regional dialogue on "Building Bridges and Creating Pathways: Cross-Sectoral Collaboration for Ocean Accounts" that endorsed the "Ha Long Consensus" — fostering cross-country collaboration on ocean data, governance, and sustainable finance in South and Southeast Asia. This webinar offers insights into implementing ocean accounts in practice and scaling opportunities across Asia and beyond.

Dr. Kim Thi Thuy Ngoc is a senior expert at the Institute of Strategy and Policy on Agriculture and Environment (ISPAE), under the Ministry of Agriculture and Environment (MAE) of Viet Nam. She holds a Bachelor’s degree in Biodiversity from Ha Noi National University, a Master of Science from the Asian Institute of Technology (AIT) in Bangkok, Thailand, and a Ph.D. from Ha Noi National University.
Since joining ISPAE in 2008, Dr. Ngoc has led and contributed to numerous national and international projects on natural resources management, ecosystem services, and environmental policy. Her work spans initiatives on natural capital accounting, ecosystem valuation, wetland conservation, and sustainable development in Viet Nam and across the Mekong Subregion.
